The
North American Cargo Securement Standard is a Canada-US co-operative
project jointly administered by the Canadian Council of Motor
Transport Administrators (CCMTA) and the Commercial Vehicle Safety
Alliance (CVSA).
Since
1994 there has been active and close collaboration between representatives
of governments and industry in both Canada and the United States
in pursuit of developing and implementing uniform regulatory requirements
for securement of cargo on highway transport vehicles.
Key milestones in this collaboration include:

Guides on the NSC Standard and on Securement of Dressed
Lumber and Similar Building Materials on Flatbed Trucks and
Trailers

come into effect in Canada

2004: Canada new NSC Standard approved. National Safety
Code Standard 10 Cargo Securement.

2004: New regulations based on North American Standard came
into effect in the United States

2003: Training program (two-day course) completed. Materials
available: Instructor's Manual, Participant's Guide, Driver's
Handbook.

2003: Model Regulation (Draft 5) revised and
updated to reflect provisions of final rulemaking
in United States

2002: Joint Canada/US effort to develop training program to
accompany new regulations launched
