The Interprovincial Records Exchange (IRE) is an electronic network that supports the core principles of one driver – one licence – one record, and one vehicle, tracked nationally. It was developed in 1989 based on a Memorandum of Understanding between Ministers Responsible for Transportation and Highway Safety. It supports our government members’ day-to-day functions in the management and administration of drivers, vehicles, and carriers on Canada’s roads.
Operating as a live service (not a database) with stringent operational requirements to ensure data integrity and reliability, the platform supports jurisdictional data exchange in the areas of driver licensing, vehicle registration, conviction exchange, identity validation, and motor carrier enforcement at roadside. The platform is business-critical for jurisdictions.
The IRE’s functionalities extends beyond Canada’s borders by supporting the exchange of driver licence information with Registrars in the United States via the American Association of Motor Vehicle Administrators (AAMVA), and by supporting the validation of Canadian carriers operating in the United States via the US Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA).
As the custodian of the IRE, CCMTA’s development work will ensure the system remains modernized, secure, stable, and efficient for members' use.
In 2025, there were 128,072,527 IRE transactions alone.
Over time, the IRE’s capabilities have expanded to support authorized third-party access for purposes aligned with member priorities, including road safety, consumer protection, mandated federal programs, and legislative requirements.
CCMTA provides national data services to approved third-party organizations by combining IRE access with its own services to reduce operational burden on jurisdictions while ensuring the security, integrity, and lawful use of driver and vehicle data. CCMTA has data sharing agreements with approximately 100 third-party clients. A prime example of a third-party service offered is through vehicle safety and emissions recalls.
In 2025, CCMTA processed 671 recall campaigns, representing more than 5M+ VIN searches.
In support of data administration and compliance, CCMTA developed and implemented major enhancements to its governance framework—introducing the Data Administration Framework (DAF), a mandatory annual declaration process, and risk-based audits.
We also addressed longstanding gaps in documentation, compliance monitoring, incident response, dataflow transparency, and reporting. CCMTA is now aligned with industry standards and member requirements and expectations when it comes to sharing data with third parties.
Over the next year, CCMTA will build upon the success of the IRE to expand the capacity of the Carrier Data Exchange (CDE) to provide real time data on the carrier industry across the country.
