Update on Progress Achieved at CCMTA’s 2025 Annual Meeting

CCMTA has just concluded its 2025 Annual Meeting in the beautiful and welcoming city of Regina, Saskatchewan. This year’s gathering reaffirmed our shared commitment to collaboration and innovation in advancing road safety across Canada.

We're making measurable progress across priority files and staying on track. Here are some highlights:

We shared our commitment to completing revisions to NSC Standards 7, 14, and 15 to improve the safety fitness certificate (SFC) application process, improve the ability to identify problematic carriers and reduce jurisdiction shopping by carriers. Enhancing and increasing timeliness of carrier data exchange to better monitor carrier behaviour also forms part of our workplan. A national audit and investigation committee of jurisdictional representatives has also been established for a consistent approach to addressing problematic carriers and to support revisions to NSC 15. Work remains ongoing and stakeholder consultations will be a core part of the process. We will be providing deliverables to the Council of Ministers in early 2026 and concluding work with a final report to the Council of Ministers in early 2027. That said, CCMTA will continue to assess opportunities to accelerate key elements of this work where possible, without compromising quality or stakeholder engagement.

We’ve leveraged our role as custodian of the Interprovincial Records Exchange (IRE), a vital system for exchanging driver's licence and vehicle information, to support Canada’s efforts against motor vehicle theft. We’ve developed best practices to guide jurisdictions in mitigating stolen vehicle activity and jurisdictions are working towards full participation in the IRE to address auto theft across the country.

We were excited to share that we are finalizing the third revision to the ELD Technical Standard and publication of the updated standard, along with FAQs, are expected this summer.

Participants learned that we have completed the update of the cardiovascular chapter within NSC 6, ensuring the standards are informed by current evidence and reflect a functional approach to assessing driver fitness. The revised standard is now posted online. Work is also well underway on reviewing the vision standards with a revised standard expected in the Spring of 2026. 

Canada's next Road Safety Strategy is almost complete and participants were given an early view of what to expect. The final report will be presented to the Council of Ministers for their approval in early 2026.

A roadmap to improve the quality, consistency, and accessibility of collision data across Canada is in development. This roadmap will inform effective road safety research, programming, and policy decision-making. A final report is expected in early 2026.

CCMTA is supporting jurisdictions in the safe and consistent integration of micromobility into road systems by developing a white paper that informs policy, regulation, and road safety considerations, drawing on national and international research and best practices. After a full review of stakeholder input, a final white paper will be released in October 2025.

The 2025 Annual Meeting was exceptionally productive and demonstrated the importance of collaboration and shared commitment to road safety.  Thank you to those who attended and to our meeting sponsors. Our momentum is strong, and we remain committed to actively engaging with stakeholders in additional ways as we advance these files.

Together, we’re working to ensure Canada’s roads are the safest in the world.

We also recognize the broader context in which this meeting took place. With wildfires impacting much of Saskatchewan, CCMTA made a donation of $10,000 to the Red Cross to support those affected and encouraged delegates to contribute as well. Our thoughts remain with the communities facing this devastation.
