CCMTA Safety Fitness Certificate Progress Report
We are pleased to provide an update on the Safety Fitness Certificate (SFC) priority work at CCMTA.
The Council of Ministers Responsible for Transportation and Highway Safety (COMT) tasked CCMTA to analyze and make recommendations to address the challenges with the current SFC model, particularly addressing the issue of carriers with problematic safety records that continue to operate across jurisdictions.
This analysis involved consultation with industry, sharing these findings, and clarifying jurisdictional concerns.
Today, industry members were consulted on themes and actions to amend NSC Standard 7 (on Carrier and Driver Profiles), NSC Standard 14 (Safety Ratings), and NSC 15 (Facility Audits). These themes and actions will help inform recommendations presented to the CCMTA Board of Directors in October 2025. Ultimately, the Board will prepare recommendations for the Council of Ministers Responsible for Transportation and Highway Safety in early 2026 to address the issue of problematic carriers.
